The undersigned environmental non-governmental organizations of Georgia:
Bearing in mind the principles and requirements recognized by the 1992 United Nations Framework Convention on Climate Change, consider that:
- The process of climate change is recognized as an irreversible process in the world;
- Cataclysms caused by climate change threaten the existence of life all over the planet, and even if the predictions are only partially justified, there will be great casualties and a crisis in the world economy;
- The 27th planned meeting of the parties to the convention in Sharm el-Sheikh is in the center of attention of the international community and the world expects specific decisions and actions;
- The 27th meeting of the Parties to the Framework Convention on Climate Change is being held at a time when a war is raging on one continent, which is not only harming people – the serious damage it will cause to the environment is still unpredictable,
Expressing our concern that:
- The authorities of many countries still do not adequately perceive the threats caused by climate change;
- Effective mechanisms have not been developed by the countries (including Georgia) to fulfill the obligations stipulated by the “Paris Agreement” of the Framework Convention on Climate Change,
Expressing our gratitude
to the international donor organizations, representatives of the diplomatic corps and all those private individuals and organizations who contribute to the actualization of the climate change problem with their active support,
We invite the parties to:
- facilitate the coordination of sectoral strategies and elimination of inconsistencies;
- in the conditions of climate change, take into account the threat of sea level rise and the tendency of fresh water resources reduction;
- countries develop a new transport and other economic sectors policy documents taking into account climate changes (electrification, gradual reduction of fossil fuels, encouraging the use of hydrogen fuel);
- promote the increase of the share of low and zero emission electric and suitable for the road (both state and private) motor vehicles;
- promote such development of tourism and other economic sectors, which ensures the processes of de-carbonization;
- strengthen climate-wise agri-business and agriculture development opportunities;
- promote a significant increase in the contribution of national sources of financing climate change mitigation measures together with international support;
- consider the processes of biodiversity reduction and climate change in an integrated manner, to plan and implement measures supporting the preservation and restoration of ecosystems (including forests);
- strengthen support for measures and “nature-based methods” that ensure climate change mitigation for the purpose of biodiversity protection.
To facilitate:
- the development and implementation of new marine strategies with regard to climate factors, especially sea level rise, and coastal planning;
- the energy efficiency of new buildings, provision of renewable energy and creation of real mechanisms to encourage modernization of existing buildings;
- the development of water basin integrated management systems taking into account climate change factors;
- the development of public awareness systems – in order to support climate change mitigation and adaptation measures;
- the increase of investments in the development of alternative, sustainable energy infrastructure;
- the increase of investments and state support for alternative energy infrastructures that have a small impact on the environment, by introducing the latest technologies;
- the access to the latest technologies, regardless of the economic development of countries;
- the development and implementation of such national legislation, which ensures the mitigation and adaptation of the consequences caused by climate change.
